The organising idea is extended producer responsibility, usually shortened to EPR: the party that places packaged goods on a market carries responsibility for that packaging once it becomes waste. In practice that means three things. Registration: the importer, or a local entity acting for them, registers as a producer of packaging in that market. Reporting: the packaging placed on the market is reported, typically by material type and weight. Fees: a fee is charged, usually scaled by material and weight, and often adjusted so that harder-to-recycle materials cost more. Some markets layer additional instruments on top — levies aimed at particular materials, minimum recycled-content requirements, or restrictions on formats that recycling systems cannot process. The direction of travel is consistent: packaging is being priced to reflect its end-of-life handling rather than treated as free.

Why It Lands on the Buyer

In many markets the obligation attaches to whoever first places the packaged product on the market — which, for imports, typically means the importer rather than the factory. This is the structural point that surprises buyers: the obligation follows the pack regardless of who designed it or where it was made. It also means the obligation is not discharged by a supplier's assurance that the packaging is "environmentally friendly".
